The latest volume in the Crime and Justice series presents research that critically examines the role of prosecutors within the United States and cross-nationally, asking the question: Can policy makers look across national boundaries to find ways to improve their own national systems?

Prosecutors are influential figures in any criminal justice system. They decide what crimes to prosecute, whom to pursue, what charges to file, how aggressively to seek a conviction, and what sentence to demand. However, very little research is available that examines how prosecutors function in different legal systems around the world.

"Citizens should want to know how such powerful officials exercise their discretion; whether and how personal ideology, political beliefs, or partisan affiliation affects the decisions made; whether the gender, race, or ethnicity of prosecutors, defendants, and victims affects decisions; and whether prosecutors behave more justly and consistently in some types of systems than others" writes series editor, Tonry.

By bringing together case studies from Japan, Poland, the Netherlands, Sweden, and the states of Washington, North Carolina, and Arizona, Tonry hopes to identify which kinds of systems, or aspects thereof, better promote values of equality, justice, and rationality.

Senate panel OKs Obama choice for US commander

(AP) ? The Senate Armed Services Committee has approved President Barack Obama's choice to be the top commander in Afghanistan.

By voice vote Thursday, the panel cleared the way for the full Senate to vote on Gen. Joseph Dunford, the assistant commandant of the Marine Corps who had directed combat forces in Iraq.

Dunford would replace Gen. John Allen, the current commander in Afghanistan who has been nominated to take charge in Europe.

Allen's nomination is suddenly on hold as he's ensnared in the sex scandal that had led to the resignation of CIA director David Petraeus.

Black Keys settle cases over music in commercials

(AP) ? The Black Keys told a federal judge the band has settled copyright infringement lawsuits against Pizza Hut and The Home Depot claiming misuse of their music in commercials.

The band alleged the song "Lonely Boy" was improperly used to sell power tools, and "Gold on the Ceiling" to sell pizza.

The Grammy-winning band sued in June and both companies denied copying the songs.

Attorneys for the band informed a federal judge in Los Angeles of the Pizza Hut settlement on Monday. The settlement agreement with The Home Depot was reached earlier this month.

No details of the settlements were included in court filings. Stephen Holmes, a spokesman for The Home Depot, didn't have an immediate comment. Representatives for Pizza Hut and the band did not immediately return message seeking comment.

Attorneys expect to file formal dismissals by early January, the court filings state.

Both songs appeared on the rock group's seventh album, "El Camino," which was released last year and has sold nearly 840,000 copies.

The Black Keys are comprised of Dan Auerbach and Patrick Carney. Musician-producer Brian Burton, who is known as Danger Mouse, also sued the companies.

"Lonely Boy" and "Gold on the Ceiling" both topped the Billboard alternative music chart after being released.

The Black Keys won two Grammy Awards in 2010 for music from their album "Brothers," which won the Best Alternative Music Album award that year.

Six Sobering Statistics: What You Need to Know About Ovarian ...

1 in 71. That?s each woman?s lifetime risk of developing ovarian cancer ? an aggressive, drug-resistant and deadly disease. Perhaps one of the biggest obstacles to curing this disease is the absence of screening tests, like a Pap smear or mammogram, to detect ovarian cancer at an early stage.

Without this test, it is imperative for each woman to be aware of her own personal risk and how to decrease it, as well as the often-overlooked symptoms of ovarian cancer. Below are six important things you should know about ovarian cancer.

  1. A woman is diagnosed every 24 minutes. The American Cancer Society estimates more than 22,000 women in the United States will be diagnosed with ovarian cancer in 2012. Another 15,000 will succumb to the disease.
  2. Overall five-year survival is less than 50 percent. Ovarian cancer is the fifth leading cause of cancer death in women and is the deadliest of all gynecologic cancers. It is often referred to as a ?silent killer? because most cases are not caught until the cancer has spread to the lymph nodes or other organs, making it more difficult to treat. If caught early, survival rates are greater than 90 percent.
  3. Nine in 10 cases are not genetic. Most ovarian cancers are caused by random changes ? or mutations ? in the cells on the surface of the ovaries. Only one in 10 ovarian cancers are caused by a genetic mutation that increases her likelihood of developing ovarian cancer, and often other cancers too such as breast cancer.
  4. Only 15 percent of cases are diagnosed early.? Symptoms of ovarian cancer ? abdominal bloating, increased abdominal size, nausea, pelvic pain and pressure, changes in bowel habits, and difficulty eating ? overlap with many mild gastrointestinal conditions and are often dismissed as such. Make an appointment with your OB-GYN if these symptoms are new, coexist with other symptoms, occur almost daily (or about 20 times per month over two months), are persistent, or are more severe than expected.
  5. Extra pounds increase risk by 80 percent. Obese women ? or approximately one third of women in the United States ? are more likely to develop ovarian cancer. Diets high in saturated fats can also increase your risk. Meat and dairy products, such as cream, butter and cheese, tend to contain high levels of saturated fats. Moderation is key.
  6. Risk increases with the number of periods. Starting your period early in life or starting menopause late can increase your risk of developing ovarian cancer. This relationship has to do with how long your body is exposed to increased levels of estrogen. Interestingly, birth control pills taken for five or more years can lower your risk by about 50 percent.

Dr. Emma Rossi is a gynecologic oncologist at Indiana University Health and an assistant professor of obstetrics and gynecology at IU School of Medicine. She specializes in the diagnosis and treatment ? including robotic surgery ? of ovarian, cervical and uterine cancers.

Scientists design 3-D printed satellite

Seeking?a low-cost way to launch their experiments into space, a team of scientists has designed a space-ready, 3-D printed CubeSat.

CubeSats are standardized, tiny satellites, often only 3.9 inches on each side and weighing just under 3 pounds. They are so small that they have room for only a few sensors, and burn up in the Earth's atmosphere after just a few months. Kits cost under $10,000, which is considered cheap for the space industry. But Jacopo Piattoni of the University of Bologna and his team aim to drive the satellites' price down even further, while making the devices easier to customize.

In 3-D printing, a computer-directed nozzle "prints" a three-dimensional object in plastic. Often, engineers use this method to design a prototype for a product that will then be built out of metal or another, sturdier medium. But Piattoni?s team hopes their plastic CubeSat could survive launch and low-Earth orbit.

Using 3-D printers, researchers can automate the CubeSat production process. ?We don?t need a technician,? Piattoni said, adding that this also makes the process faster.

The CubeSat?s sensors and computer chips, of course, weren't printed in the lab, and the team had to add a small, metal heat sink to disperse the electronic components' heat. The method holds promise, though. When the researchers tested the chassis in near-space conditions, "it did really well," Piattoni said.

Piattoni chose ABS plastic, the same type of plastic used in Lego bricks, to construct his CubeSat because of that material's resilience to extreme temperatures, vibrations, radiation and more. A satellite will absorb a lot of solar radiation during its spaceflight, and its temperature will swing from -4 degrees F (-20 degrees C) to 176 degrees F (80 degrees C) each orbit. "It's not so easy for plastics in that environment," Piattoni said.

In fact, ABS plastic was famously indicted in a massive seat-belt buckle recall in the mid-90s because UV radiation weakened buckles made from the material. But such radiation, even at elevated levels, won't pose a problem for the CubeSat, due to its short lifetime.

With one successful satellite constructed, the team can now use the 3-D printer to crank out another copy each night. They can also test new designs or build support for other sensors or modules, just by clicking a few buttons on a computer.

The final product passed its tests with flying colors. Now, like most other CubeSats, it will hitch a ride into space as secondary cargo on a rocket already headed to its preferred orbit. Piattoni's team is working with QB50, which will put 50 CubeSats into orbit at once on a Russian Shtil-2.1 scheduled to launch in 2014.

The satellite was designed and tested by Piattoni and researchers in the University of Rome's Department of Astronautical, Electrical and Energy Engineering and the Department of Mechanical and Aerospace Engineering.

Family Friendly Christmas Party Ideas ? Celebrations at Home

I?m excited to finally share this project I worked on with Urbanity Studios. I spoke with them several months ago about styling a party around one of their invitations, but they also wanted to highlight the fact that they can customize them through colors and wording, and offer coordinating pieces as well. I decided to style the same basic party in 3 different color schemes and I?ll be sharing each one separately.

Today is our traditional color palette of red and green, but our decorative details are whimsical and playful for a Family Friendly Christmas party. Read on for the details, and to get your FREE downloadable tags that match this set?

Get the Look:

  • This entire party was inspired by the patchwork Christmas tree invitation with it?s whimsical tree and string of ornaments graphic. Send out invitations soon, and use their coordinating address label wraps for a completed look.
  • Since ?whimsy? is the word of the day, I used dots and stripes throughout the decor. It doesn?t get more whimsical than dots! This also appeals to our younger guests at this family party.
  • White fudge dipped Oreos are dressed up with decorations from the baking aisle ? a simple trick anyone can do, and get that ?designer? look.
  • Urbanity Studios can provide coordinating signs & menus for your party too. I used a small sign to frame a menu for the sweets table ? an alternative to using individual food labels.

  • This easy menu consists of cupcakes, cheesecake mousse parfaits, white dipped Oreos, white truffles, powdered donuts, and various candies. Spoons for the parfaits are dressed up with tiny Santa hats found at the craft store.
  • I made favor boxes out of large matchboxes, and wrapped them in scrapbook paper. A coordinating sticker from Urbanity Studios tops them off in style. Fill them up with small candies or a small ornament.
  • Serving a red tinted punch in an apothecary jar keeps the party?s colors uninterrupted. Just use a punch bowl ladle to scoop it up.
  • Put your Christmas packages to work for you and let them decorate your party space. Stack boxes and place them in nooks and corners to add brightness.
  • The backdrop was designed to resemble the invitation with it?s hanging ornaments. I used ornament wall clings and ?hung? them with thin ribbon. A thicker ribbon is used like a swag to frame out the entire dessert table.

Sequestration - the Fiscal Cliff to its friends - would trigger a 9.4% cut in defense spending. The savings won't come from Afghanistan or Iraq - the White House and Congress agreed a long time ago that wars don't come out of the Pentagon's allowance. The savings also won't come from military personnel or veterans affairs. They're exempt from sequester. That leaves the big-ticket items. Like the aircraft carriers and destroyers, submarines, helicopters and planes, missiles and satellites that we'd need to fight another navy, if anyone had one.

Black Monday: Feds shut down 130 counterfeit websites

During the biggest online shopping day of the year with consumers estimated to spend $1.5 billion, federal officials teamed up with European law enforcement agencies to shut down over 130 websites hawking illegal counterfeit items on the internet.

Project Cyber Monday 3 marks the third year in a row that U.S. Immigration and Customs Enforcement (ICE) has shut down the websites selling counterfeit goods.

"Everything from Ergobaby carriers to New Era hats, Nike sneakers, Tiffany jewelry, Oakley sunglasses and NFL jerseys, just to name a few. Even counterfeit Adobe software was for sale," ICE Director John Morton said during a conference call with reporters.

ICE's The National Intellectual Property Rights Coordination Center and Homeland Security Investigations partnered with EUROPOL, the European Union's law enforcement agency, to take down the 101 websites on U.S. internet servers and 31 websites with European domain names.

"Counterfeit Hermes purses, Christian Louboutin shoes and various Nike apparel, all of it fake, all of it substandard," Morton said about the quality of the knock-off items.

According to figures from the Commerce Department intellectual property (IP) theft costs U.S. industries an estimated $200 billion to $250 billion annually.

"When IP rights are violated, jobs are lost, businesses are stolen and ultimately consumers are cheated. Remember, counterfeiters care about making money and only about making money. They don't pay health care. They don't pay pensions. They don't pay taxes. They don't care about the people that work for them and they don't, frankly, care about the consumers who purchase the products," Morton said.

ICE obtained court orders to shut the websites down after investigators purchased items from the websites and verified that the items were knock-offs. No arrests were announced as part of the cyber-Monday crackdown but Morton said the cases were ongoing and could lead to prosecutions.

Along with the website seizures ICE has also worked with PayPal to attempt to seize funds associated with the websites selling the counterfeit goods. Officials will not reveal how many PayPal accounts have been seized citing the ongoing investigation but noted that accounts in excess of $175,000 have been targeted. ICE officials noted that unsuspecting consumers may not only be buying fake items, but that they are providing credit card and other financial information to fraudsters.

Caffeine-diabetes link still unresolved: study

(Reuters) - Sugary drinks are linked to a heightened risk of developing Type 2 diabetes, but a large U.S. study that confirmed this shed little light on whether caffeine - suggested in past studies to have a link to sugar processing - helps or hinders.

Among more than 100,000 men and women followed for 22 years, those who drank sugar-sweetened drinks were as much as 23 percent more likely to develop diabetes than those who didn't, but the risk was about the same whether the drinks contained caffeine or not, according to the study that appeared in The American Journal of Clinical Nutrition.

"We found that caffeine doesn't make a difference at all," said lead author Frank Hu of Harvard University. "Coffee can be beneficial and the caffeine doesn't appear to have a positive or negative effect on diabetes risk."

Numerous past studies have linked regular consumption of soft drinks, both sugar- and artificially-sweetened, to an increased risk of diabetes. Research over the past decade has also suggested that caffeine temporarily prevents the body from processing sugar efficiently - a problem that those who live with diabetes deal with all the time.

That at least suggests that caffeine in conjunction with sweetened drinks might raise diabetes risk even further. However, other research has found a protective effect from coffee and tea, suggesting caffeine does the opposite.

Hu and his coauthors wanted to know if people who regularly drink sugary and caffeinated beverages might only be exaggerating their risk of developing a disease that affects nearly 26 million adults and children, or about 8 percent of the U.S. population, according to the American Diabetes Association.

They examined the health habits of 75,000 women and 39,000 men involved in long-term health studies that began in the mid-1980s.

Compared to people who didn't consume sugary drinks, the likelihood of developing diabetes over the years for those who did was higher by 13 percent for caffeinated sugary drinks and 11 percent for decaffeinated among women, and by 16 percent or 23 percent among men, respectively.

Caffeine-free artificially sweetened drinks were also linked to a 6 percent increase in risk among women.

However, coffee drinkers showed slightly lower risks compared to non-drinkers. The chances of developing diabetes were 8 percent lower among women, whether they drank decaf or regular coffee, and for men, 4 percent lower with regular coffee and 7 percent lower with decaf.

Hu and his team have used this same dataset, which contains the health habits of mostly white health professional, to suggest that regular coffee drinking in general is tied to a lower risk of diabetes.

But past studies, like the current one, have also found that the risk falls even lower if adults drink decaffeinated coffee.

"Our understanding of the body's tolerance to caffeine is not complete," said James Lane of Duke University, who has done short-term studies that linked caffeine to a disruption of the body's ability to process glucose.

The latest study suggests that people who currently drink sugary beverages could substitute coffee or tea, though tea was associated with fewer benefits, instead.

But other researchers said that more work is necessary to untangle caffeinated coffee's complicated relationship with diabetes risk, and that it is still far too early to advise people to drink coffee if they don't do so already.

#GivingTuesday' Event Aims To Boost Charities

ASHEVILLE, N.C. (RNS) In the days following Thanksgiving, there's already Black Friday and Small Business Saturday and Cyber Monday to kick off the holiday shopping season.

Now, a group of charities and corporate sponsors is urging Americans to make the Tuesday after Thanksgiving just as powerful a day of giving to those in need.

It's called #GivingTuesday, and organizers say it's gaining momentum as the holiday shopping season approaches.

"We have two days that are good for the economy. Here is a new day that is good for the soul," said Henry Timms, deputy executive director of strategy, innovation and content of 92nd Street Y in New York City, where the idea was hatched.

There are 800 partners, from non-profits to corporations, including heavy hitters such as Microsoft and Sony. Timms credits the social-media community with growing the momentum.

#GivingTuesday is a consumer movement, much like the big post-Thanksgiving shopping days, and organizers say it's up to people to make it a success. The goal is to drive donations of time, money or services to charities with the same enthusiasm that shoppers have on Black Friday.

The recession has hit charities hard. Americans gave $298 billion in 2011, according to Giving USA, well below the peak of $310 billion in 2007. That's compared with a nearly $1 billion uptick of retail sales on Black Friday last year, when buyers spent $11.4 billion.

Timms said the plan calls for a look at the amount of charitable giving in the week after #GivingTuesday to counter these typical shopping stats.

Representatives of charities say capturing any part of holiday spending would help.

"I would encourage people to stop shopping for 15 minutes, log in to your favorite charity's website and make a contribution," said Lindsay Hearn, director of communications for the Asheville, N.C.-based Community Foundation of Western North Carolina, which offers philanthropic services.

Consumers also like the idea.

"I think it will pick up," said Rachel Toman, 28, of Fort Lauderdale, who was shopping while visiting Asheville. "If it goes through social media, then yes, people will jump on board."

SAN JUAN, Puerto Rico (AP) ? Hector "Macho" Camacho will be taken off life support, his mother said Friday night, indicating she would have doctors do that Saturday. It was a decision the former championship boxer's eldest son opposed.

The boxer's mother, Maria Matias, told reporters outside the hospital where Camacho lay unconscious since being shot in the face that she had decided doctors should remove life support, but only after three of his sons arrived in Puerto Rico early Saturday and had a chance to see him a last time.

"I lost my son three days ago. He's alive only because of a machine," Matias said. "My son is not alive. My son is only alive for the people who love him," she added.

The three other sons were expected to arrive from the U.S. mainland around midnight Friday. "Until they arrive, we will not disconnect the machine," Matias said.

Another news conference was scheduled for Saturday morning at Centro Medico, the main trauma center for San Juan.

The former champion's mother has the final say in the matter, but his eldest son, Hector Jr., said he wants to keep his father alive.

"He's going to fight until the end. My father is a boxer," the son said.

Doctors have said Camacho is clinically brain dead from a shooting Tuesday night in his hometown of Bayamon. But relatives and friends told The Associated Press they were still wrestling with whether to remove him from life support.

"It is a very difficult decision, a very delicate decision," former pro boxer Victor "Luvi" Callejas, a longtime friend, said in a phone interview. "The last thing we lose is hope and faith. If there is still hope and faith, why not wait a little more?"

Aida Camacho, one of the boxer's aunts, said in an interview that the family could decide by late Friday whether to donate his organs.

As some relatives and friends continued to pray for a miracle, condolences kept coming in for Camacho's family and preparations began for memorials and a funeral Mass.

Gov. Luis Fortuno lamented what he called a sudden loss. "'Macho' will always be remembered for his spontaneity and charisma in and out of the ring," he said.

Also offering condolences was governor-elect Alejandro Garcia Padilla, who defeated Fortuno in November.

"The life of Macho Camacho, like other great athletes of ours, united the country," he said. "We celebrated his triumphs in the streets and we applauded him with noble sportsmanship when he didn't prevail."

Camacho was shot as he sat in a car with a friend, 49-year-old Adrian Mojica Moreno, who was killed in the attack. Police spokesman Alex Diaz said officers found nine small bags of cocaine in the friend's pocket and a 10th bag open inside the car.

Police reported no arrests and said investigators continued to interview potential witnesses. Capt. Rafael Rosa told reporters Friday that they are tracking down several leads, but added that very few witnesses were cooperating. He declined to say whether police had identified any suspects.

Hector Camacho Jr. lamented the violence that grips Puerto Rico, a U.S. island territory of nearly 4 million people that reported a record 1,117 homicides last year.

"Death, jail, drugs, killings," he said. "That's what the streets are now."

Camacho's sisters have said they would like to fly Camacho's body to New York and bury him there. Camacho grew up mostly in Harlem, earning the nickname the "Harlem Heckler."

Giving graphene the bends makes it transistor-ready

Sometimes bending something destroys it, but graphene grown on a rippling surface develops the semiconducting properties required for it to act as a transistor. The technique could be what's needed for the wonder material to finally replace silicon as the bedrock of computing.

Graphene is a sheet of carbon just one atom thick, with the atoms arranged in a hexagonal grid, like chicken wire. As well as being thin, super-strong and very flexible, this structure allows electrons to zip through at high speeds. It therefore seems poised to become the basis for ultra-fast computers.

But there's a problem. Materials used to make transistors have to be able to switch current on and off to create logic circuits. This switchability depends on there being a difference, known as a band gap, between the energy possessed by the material's free electrons, and the energy they would need to move around and conduct electricity. Only applying the right amount of external energy allows electrons to jump the band gap to become conducting.

Semiconductors like silicon have band gaps, making for good transistors. But because of its natural conductivity, graphene has a band gap of zero ? making it unsuitable for transistors.

Nanoribbon solution

Various solutions have been proposed for turning graphene into a semiconductor, including adding an insulating layer between two layers of graphene to reduce its conductivity, or carving it into very narrow ribbons, which alters its structure, making it easier to turn current off.

However, both of these use conventional etching techniques, placing limits on just how small such graphene transistors could get. For example, creating ribbons any less than 10 nanometres wide has until now left them with edges so ragged that the band gap disappears.

Now Ed Conrad at the Georgia Institute of Technology in Atlanta and colleagues have found a way to create much narrower nanoribbons, without destroying their semiconductor capabilities, in a much simpler way.

The trick was to grow graphene sheets on a rippling surface covered in parallel trenches, each 18 nanometres deep. The team found that where the surface of the sheet dipped into a trench, the graphene's properties became semiconducting, with a band gap of 0.5 electronvolts, rather like the nanoribbons. Crucially, however, these strips of semiconductor were just 1.5 nanometres wide and sleek, not ragged.

Silicon replacement?

"The results are very important, because the existence of a band gap makes it possible to use graphene in nanoelectronics," says Luis Brey at the Materials Science Institute in Madrid, Spain. But the reason the gap exists is not yet clear. "More theoretical work is needed in order to understand how a 0.5 electronvolt gap appears in this structure," he says.

Chris Howard at University College London calls the work a strong development that opens up many potential applications, including high-performance electronics.

Silicon won't be replaced just yet, adds Conrad. "But graphene could push Moore's law to its limits."
